I bubblified this skirt with my own little hands. How? First I cut the lining short (around hips) and then sewed the bottom of the skirt onto the lining, so that the bottom folds up inside the skirt.
There are a few other ways of turning a longish a-line skirt into a bubble skirt. You could also just sew some elastic onto the hem and fold it inside. This even works with short wide skirts, then obviously you don't fold the skirt, but the elasticized hem remains visible. You might want to make a casing for the elastic.

Fluid fabrics don't make a very puffy bubble, which is why I'm wearing a petticoat here. Stiffer fabrics are best for very bubbly results.
